What was the need to remove the rear wheel?
What work was done while it was off?
Back track your moves to see if you may fond the cause of the issue.
Are the spacers on correctly?

There is your answer right there. You got a new set of wheels so there is something different between the old set and the new set. Call your wheel supplier and ask.
