Zip tie on fork tube

So the zip tie on fork tube , if bottoms out, should zip tie touch the fork lug? Or just get close? 
Mine feels like it bottoms, but zip tie is about 1.5 inches above the fork lug!image 260

This is not yet bottoming out, its actually a good ballpark range of travel you want to have. Forks could in fact be to a tad too stiff depending on what obstacles you've hit.
