They usually keep it closed due to February weather, but I wish they would open it.  It's one of the better stadiums on the circuit.

We ended up renting a car after all.and bought  a parking pass through SeatGeek.i got nothing about a time limit of entry/exit like yours has written.ya 40.00 also
