At 17:25 of the first moto archive it sure looks to me like Broc Tickle cut the track while taking a low line past Wil Hahn...

At 17:25 I think that's Baggett passing Seely not Tickle passing Hahn. Unless you're referring to something else from what I see Baggett just barely goes over the track markers and it doesn't seem like a cheater line to me.
