Is the 1990 frame same as the 1989 ?

Is it the same, no.  Could you swap an engine between the two years frames, I think yes.  
that time period saw changes pretty much every year to the bikes, even when they looked the same.  As first year with usd forks, I think they had a larger head tube in 1990, and also changed the position of the engine in the frame.

Not sure if you will find a pipe to fit. I have an '89 frame with no rust if you are interested.
