I heard that the rider will have to pay contingency to the OEMs so that they can continue to produce replacement parts

Little Johnny won't be able to race the expensive four strokes if the factory won't foot the bill? What was contingency back in 1974 when the tracks were overflowing with people wanting to ride and race? And not financing a stupid dirtbike??? LOL.
