450 tyre on 250 wheel

Can a 450 tyre 120 fit on a 250 wheel.

Sure it will fit. There is a lot more to it than that though. Is the wheel off a 250F or 250 two stroke, and which manufacturer? Why do you want to fit such a big tyre on a 250 ? What are you trying to achieve ??

Is a crf250 wheel. Is the only tyre i have at the moment.

It would fit with some effort, but the profile would be much less than ideal. 250's use a 1.85 rim, while 450's use a 2.15. 110 / 80 / 19 would be ideal tire for 250F

Pirelli has something like a 110/85/19 that is really good on the 1.85"

110/80-19 is a wider tire for use on a 1.85. I would stick to the 100 width unless its a mod bike though.
