My dad has had this thing for years and doesn't remember how he ended up with it. Could this be one of the prototypes for the unbreakable levers? It's pretty cool looking, I wish I could get it on my bike somehow!

You could always ask Bob Moralis, it would be his prototype. If he isnt at a moto track, he is at the bmx track with his son Dane, usually the Orange Y for locals. He brought Auburn bicycles back to life and travels the usabmx national circuit with Dane racing.

I wonder if the rough finish makes it stronger?

In a very small way yes. Because a finish pass would take away just a little material between the steps. This is kinda how the gytr lever looks on my bike, the lever is smooth but the ball still has machine marks. It's really cool

Not in relation to fatigue failures. Polished or shot preened is better.

polished holds no fatigue value if anything it makes it weaker. ..... shot PEENED yes.... or flap Peened. in all actuality as is sits is its stongest form. the lines actually make it more sturdy. saying its prob 7075 t-6 aluminum or similar heat treat.
