It's an easy one to answer, French riders are not allowed to ride four strokes until their sixteenth birthday, develops throttle control,corner speed gear selection, and generally makes better riders. Italian Federation has followed suit.

2 additional factors are also the number of kids racing & the lack of track prep. MX is still pretty popular (lots of licences) and the ones surviving the amateur scenes must most of the time be smooth to stay injury free on tracks that are not prepared except on racing days.

And about 66-$68M people, like Texas + California. Lots of MX licences to ride mud supercross Smile

The country the most impressive in term of top MX rider is Belgium, 11M people and almost half of the world titles (Evert's, DeCoster, Roberts, Malherbe, Jobé, Geboers etc)
