Anyone know of a modern shift lever that will fit this bike? 13.5 boot, things are a little tight

I have that same 13.5 foot as well! Moose Racing used to sell a folding shift lever for the 74-78 CR125's. It was about 1/2 inch longer than stock. Odd thing was that the bike was more difficult to shift than with the stock lever. If you can't find a usable Moose part number, try this option. Not sure how the length compares to the CR, but it's steel and you can cut and extend it easy enough if you have access to a welder.
