Just got some new fork boots for my 1988 cr125, put them on and pumped the forks up and down a few times and the boots suck up against the forks the more I pump them, I peel the top off them back a little bit and the boots expand back to normal size. Does anybody know what is happening and how to fix it? any advice would greatly appreciated.

They usually have small holes at the bottom to let air in and out

And those holes are at the very bottom of the aftermarket fork boots. The boots aren't tapered any and they are too tight fitting at the top of the lower leg above the vent holes. Make some vent holes higher up.
