Can someone tell me what is happening here? I have owned both a 2001 Honda CR 250 and I now have a 2008 CRF 250. Both bikes have had problems starting and I could kick them over till I was blue in the face. Even with new piston and rings and valves replaced in the 4 stroke and plenty of spark they would not start. I seen a guy leaning his bike over till fuel was coming out the pipes on the carby and then starting the bike with no problem. I now try this myself and it works all the time, even if the bike is tried to start normally and wont, I just lean it over till some fuel runs out and it starts first kick. Can anyone tell me why?

The carburetor is getting flooded with gas, this happens when u twist the throttle when your bike is not running. and what you're doing when you lean the bike over is letting the gas out of the carb, just make sure u turn the gas off before you do this. I remember i was at a track once and couldnt start my bike and my buddy helped me and all he did was lay the bike down untill gas stopped flowing out and it fired right up!

Each bike is a different beast. Would your 250F not start cold? Jetting being off, maybe extra couple twists on the throttle? If it won't fire, there's a reason. Leaning it over won't fix it. Quite possibly it's lean, and you lay it over on it's side and a little extra gas surges into carb bore. A little choke and away it goes. Something is definitely wrong.

Try some race fuel in a few tanks, see if that helps.

Like stated above 2 strokes and 4 strokes carbs while the same princepal are 2 diffrent styles of mixers (fuel/air). I would recomend reading the shop manuals for both and go from there. Also I would make sure that the pilot (low speed jet) is clean on both.

I would go ahead an rebuild your carb. With the 2 stroke, sometimes they can be a bitch to start, but 4 strokes are the same way. I know this might sound a little dumb, but do you pull in the hot start?
