Spartacus, in a way they do. There is enforcing the spirit of the law or the letter of the law. Most dickheads will enforce the letter of the law. They could give a warning if there is no real harm or threat to thr public. Sometimes it's all about a persons attitude when dealing.

In another racing venue but Vettel won the Turkey grand prix this year, they raised the legal drinking limit in Turkey to 24 and he is 23 so he was not allowed to drink the champagne only spray it....this week he won again in Spain and drank it on the podium with the other guys. Guess they use the real stuff in F1 Smile
