Please look at pix and you'll know what I'm talking about. What holds the female threade end in and prevents it from turning? Is it just the small threaded Allen lock insert?20230412 192002

If you're talking about the lug to the tube, yes it is a small hex key from the ones I've seen. Plus they usually have a lot of thread locker on there. Heat is your friend for that.

Whays weird is that Allen key is missing. The female aluminum part is loose where the part that threads into it that also has the rebound screw. Basically that threaded part in the 1st pick inside the lug is very loose.

The threaded part you are talking about is the bottoming cone. It fits into the bottom of the lower tube then the tube threads into the lug and everything tightens up snugly. The small allen set screw holds everything in place. With the set screw missing, your lower tube is likely starting to unscrew from the lug and that's why the bottoming cone/ threaded part the rebound bolt screws into is loose.
