KYB PSF Fork Rebuild Help

I am working on the forks on my 2014 KX450F and have ran into a problem I believe. When I went to change out the oil in the inner cartridge, I added the 11.5 oz of fork oil and followed the manuals steps to bleed the air out as usual. After bleeding then installing the compression cap, no oil bleeds out of the 2 holes like normally. Just out of curiosity I added more oil, ended up taking 2-3 times  the required amount before any extra oil would bleed out.  Am I missing something here, I don’t think this can be right?
