2019 YZ450F timing issue

2019 YZ450F when timing is set accordingly to manual, cam lobe position is not correct. Bike has 57 hours, and would not start. I bought it in this state. Previous owner stated valves just needed adjust. But when I opened it up, and set to TDC cam timing marks were off.....but lobe position was correct. Set timing according to what manual shows but now lobe position is off. My thought at this point Is my intake cam gear slipped. Can anyone help shed light on this? First picture cam marks in correct position but intake cam lobe off. 2nd picture marks in wrong position but lobes in correct position, and this is how it was set when I opened the bike up.
