One issue that remains unresolved is what should happen in cases like JS7 where the results of the test are released after the end of season but while another season is in progress. Frankly some sort of reciprocity between SX and MX is needed. How's this for an approach:
1. Provisional suspensions or any type of provisional penalty should be limited to the series that issues the provisional penalty. After all if the penalized series hasn't figured out the final penalty, then no action should be taken until a final penalty is imposed.
2. Penalties less than suspension for an entire season or year should be limited to the series that issues the penalty. Rationale here is that the violation was deemed by the series issuing the penalty to not be severe enough to warrant a complete series suspension, so any enforcement of a reciprocal suspension in a different series would result in an excessive penalty than contemplated by the series issuing the penalty.
3. Severe penalties such as for a season or for a year, etc. Should be enforced in both series. Rationale here is that if the infraction is this severe, the sanctioned rider should not benefit from the fact that there are two different sanctioning organizations.
4. Probationary periods if part of a penalty should run for the specified time and include both series if the probationary period encompasses times when both series are contested. Rationale here is that probation is generally nothing more than a warning and a penalized rider should suffer the full consequences of subsequent violations regardless of which series the violation occurs in. I.e. A 1 year probation means 1 year.
