Exactly. I think a guy outside of the top 10 would have had the full hammer. He would have had his 3 place penalty at the end of 20 laps.
The issue isn't what would have happened to a different rider.
It is what will happen to the next one. Since Villopoto's "penalty" ended up costing him nothing, in money or points.

A penalty only has to penalize a competitor either to satisfy the rules or the race director, NOT the fans. A racing violation should be penalized asap not at the end of a race. If they did that in auto racing no one could ever make up the time or distance they were penalized. Now a technical violation is another story.
