1984 CR250 Can you help identify this washer?

I tore this engine down in 1985.
35 1/2 years later I'm trying to put it back together. When I unboxed everything this plastic washer/spacer was with the clutch parts. I've been thru the shop manual page by page, Looked at every parts schematic.
I've reassembled the lower end twice trying to find a place for this.
Driving me crazy because this is the only part I can't find a home for.

Some of those had a 3 piece water pump seal with a plastic spacer, not sure if that is part of it or not.

Thanks for your reply Ed, I don't think it's part of the water pump seal. When I started this job back in 1985, I ordered a gasket kit and some of the seals. I didn't disassemble the water pump back then. It wasn't until last week that I read on this forum about the corrosion issues, so I disassembled that yesterday and there is very little corrosion in the right crankcase cover ---- got lucky there. I have the one piece mechanical seal.

This washer fits really nice on the center gearshift drum. But when I try to assemble it the thickness of the washer keeps the center gearshift drum from engaging the dowel pin in the gearshift drum, so I know it doesn't go there.

Very hard to tell but, could it be a countershaft seal?
