2002 yz125 fouling plugs

My brother has owned the bike for 10 years and it's never fouled more than maybe 1 or 2 plugs. I had a complete wrebch rabbit kit put in it along with new clutches and a carb rebuild kit. The bike runs good as long as you keep it pinned all the time. If you ride slow for maybe 20 seconds it start to load up or foul a plug. Since it's all back together it has 1 hour on it and 4 plugs. I have messed with the float level but it doesn't seem to change anything. Any help would be appericated.

Is it oil fouled or fuel fouled?
Have you done a leak test to be sure the crank seals are good?
Have you reset the float to proper spec's?
Are you sure the float needle is able to shut off the fuel flow?
Is the fuel mix fresh?
What fuel mix are your using?

I added a pic of the last plug. I have not performed a leak test. I have tried to reset the floats but I can seem to find a proper spec. My float need is in the middle clip but my next move is to move it up one clip to drop the needle. The fuel is fresh and its mixed 40:1 which it was i use in my sons ktm85. Also the jets that came in the rubuild kit are the same as what came out if the bike before.

On my son's ktms there its like 22mm from carb base to float bottom. But i can't fine a number like that for the yz. Everyone online says just to set them flush. So im not sure there right.

Air filter needs cleaning. If not that then you used to use gas with ethanol and now you are using gas without ethanol which made it go from correct to rich. Lean out the main jet and if it is too rich mid throttle then check out my jetting guide: www.dragonfly75.com/moto/carbtuning.html
