2006 cobra king 50 clutch not engaging

Hello I have a cobra I’ve been working on just got it running and idling good but the clutch seems to not be engaging. When I give it gas I can feel it pull a little bit but it will not fully engage. Any suggestion on what to do?

Clutch material between sprig washers and or clutch shoes worn.
