yz250 shifting issue after rebuild

Bought a 2005 yz250 as a project to learn on. Rebuilt entire bottom and top, gaskets, bearings, seals, crank, piston, water pump, re-plated cylinder, replaced a 2nd and 3rd gear in the trans. ETC.

Putting motor together went smoothly. Finished assembling the bike and began the break in process. It wasnt until I tried shifting into 4th that I realized I had a problem. There was no forth. It was like putting the bike in neutral.

I started digging into the motor, I checked the shifter segment and noticed that the roller will click into 1,N,2, and 3 but when trying to get it in 4th the roller would stop in the middle of the bridge between 3 and 4 on the segment. I found that I COULD get it in fourth, when I tried to take the segment nut off, it forced the segment to rotate and engage the 4th gear and then 5th (both of which took a bit of force). Fast forward to now, I have the cases split and cant find anything wrong with the transmission or shifting assembly.

What should I be looking for or what could I be missing? Any help is greatly appreciated. I am beyond frustrated. Thanks!

Edit: I have checked the transmission shafts/gears for proper assembly more times than I care to admit

Is the shifter fork binding for 4th gear?
