I can't explain it but yes and no. It still flies over my head, what I get out of it is he is protecting the NSA's right to wiretap and not get the Government sued if your info is not let out. I have heard it was a political concession to the intelligence community so the administration can work with them. I don' t like it , someone correct me if I am wrong.

IT'S NOT HARD.

The techniques of the past administration, WHILE WRONG, need to be maintained confidential due to National Security issues. You can't seriously expect the Government to divulge National Security secrets, can you?
While this administration believes in FISA laws, that doesn't mean they're going to just open up the NSA handbook for everyone to read, including the bad guys.

Shift button stuck Dave, I don't speak legal-ese , I am more of a nuts and bolts kind of guy. Also in listening and reading I don't want any color just plain ol F'ing facts. I turned off in PolySci classes.
