What is this thing? question 2,What do you people do to get the wires away from the dirt?

It is multiple ground wires spliced together to create a single wire ground point. This is done to prevent the possibility of one of the multiple grounds creating a poor contact causing run ability problems. If a single ground point goes bad the bike goes dead and it simplify trouble shooting as you only have to chase 1 ground point over several grounds.
