Off road to On road question

A buddy of mine has a 05 CRF250 Which he has the original Massachusetts Certificate of Origin (or an offroad title) and Wants to know other than the "on road baja kit" How does he go about paperwork? to obtain an "on" road title so he can legally ride it on the street.

Has anyone done this process before and can give me some insight on to what the paperwork process consisted of?

He lives in Massachusetts also, if anyone has also done it from mass.

Im not sure about Mass, but its do-able here in CT with a bit of work.
Check out nedirtbikes.com , there's definitely some info in the forum if you do a search.
It's also a good source for local New England off road events, etc.
