Clutch lever issues? Not sure what to do?

So as you guys probably know I'm new to riding. I bought a pit bike a few weeks ago and have it winterized in my basement. I noticed the clutch is really hard to pull in and very glitchy. This weekend I'm taking it out to idol it and tune it up a bit. How is a clutch lever suppose to pull in? Should it have slack before it is engaged? I tried doing some research online but found nothing. I cleaned and lubed the cable so it's not that and just bought and installed new lever because the old one was rusted and broken. How should it be adjusted and what's the best way to adjust it, through the lever adjuster or down on the engine adjuster? Thanks guys, much appreciated!

Has it always felt that tight? If not the springs could be super hard due to the cold.. maybe start it up and warm it up and allow some heat through it and see if gets easier.. just a thought.

Ok, you should have about the thickness of a nickel between the lever and the lever stop of free play when adjusted correctly.
The other thing I would suggest is that your clutch hub and basket may have some notches in them. Those notches will need to be fixed to get the proper clutch action again.
