Kyb fork issue *I think*

Hello so my issue is I have one fork leg that has about 3/8 free play before having resistance and the other side is stiff no free play.

I sent them out figure I get the revalved at the same time and if there was an issue the suspension guy should pick it up. 

Obviously it's hard to find good suspension person in the area I live I should have just done it myself

Point being they came back revalved with one fork still doing the same and the valving sucks... 

I took the fork with the issue apart and the loose is coming from the long rod that does the dampening... why would I have 3/8 loose on one dampening rod and the other fork no issues. 

To clarify if you push the rod all the way in it comes out and stops at the end of its stroke like normal but you can pull it 3/8 further out where as the other fork comes out all the way and can't pull it anymore... ??? Help

The cartridge isn’t bled properly is my guess.

Would a leaking cartridge rod seal possibly cause this as well (assuming attempts to bleed are unsuccessful)?
