Naming Winter Storms?

I just don't get it...

Is there a standard that applies like hurricanes?

Shit man, some winter storms last maybe 3-4 days so why do it?

Is the National Weather Service involved or is this just The Weather Channel trying to stir up viewers?

WTF man, I need answers here people!!

Been going on for years up here. In southern Ontario where I live, they're called "Fuck. Here we go again.". Where I work in Alberta they're called "Slow down asshole, you can't drive 90mph in a foot of snow like you always do.".

Not only do I not get it, I don't care to get it. My thinking is, they better be careful what they name these storms so as not to offend anyone.
