DC.. One more ? Banners again....haha

Not to beat a dead horse as I gave up on this last year but it's more curiosity than anything now. After the last moto one fan runs out, grabs a banner and then they announce his name over the speaker and some girl security person chases him down and he drops it. Then they say you will be arrested. Immediately after it seemed like half of the fans were walking the track, taking pics and taking ALL the banners with security not doing anything? Just being a confused Vitard for a day.....what gives...
