Free Wifi in all urban and many rural areas? Sounds good to me, but I'm not surprised that AT&T and Verizon don't like it so much.

It would mean millions in lost revenue for the big telcom providors
I remember when WiFi was new this was the plan in a lot of cities but as said, it never took off.
It failed the first time, there's no way they let it happen this time unless there is a catch and we are getting fucked somehow. Just think, Verizon will build the towers and manage the network, they get to charge the Govt (us tax payers) and nobody ever gets to see the bill.

My issue would be the expense, but spending on roads always paid back. The demands of maintaining a wifi system would be be overwhelmingly expensive.
Note that there are some countries that are trying this I believe with 4G.
The only thing I see becoming an issue is....
Monitoring the abuse on those networks is going to be a huge task & half.
They already have a hard enough time as it is with non-free wifi/assigned accounts.
Also areas/zones with free wifi the abuse is out of control.
By the time the government gets done with it, it'll cost 4 times what it costs now. Stupid fucking Americans just do NOT get it.
The Internet was invented in the late 1960' so the U.S. Department of Defense researchers could share info with each other.
The true intentions of it was all about information sharing & not making money off people for access.
It was also monitored by all volunteers.It then grew largely.....
Control Video Corporation/AOL threw that shit all out of wack though along with other isp's,they turned it into a business.
I will tell you a little story sometime about a group of us that fought them hard...due to over charging people for access on stuff that was extremely insecure & not safe.It resulted in C.R.I.S being owned many times.Numerous hacks of their VP of marketing & their president. Thats why govt health care in this country would never work. Amongst any other things.
Its all great in theory to have city-wide WiFi but in practice, the "free shit" just doesnt work in America. Too many people take advantage and fuck the economics of it all up.
McCain tried the "freedome of internet act" years back, to restrict internet content.... Obama has been pushing a similar agenda as well.
Make internet gov't controlled and it will be glorified cable in no time flat. The internet is hurting the TV industry. Rupert Murdoch has said as much. They want to limit what "channels" (or websites) we can view.
Going about it in a blunt way hasnt worked so far. So now they are going to try with a third attempt where they wrap it in "FREE" so everyone takes the bait.
Government agencies can already indeed shut upstreams down with one simple phone call.
The power they have is unreal. The FTC (federal trade commission) also has great power over the net even out of this country.
If free wifi were to go into effect I see private contractors being involved on the up keep & monitoring.
I see it back firing on them if they indeed think they are going to use it as more control.
The abuse would insane also piracy & other shit would be much harder to track.
I mean heck,just clone a mac addy & load up tor and drive to an area away from your home and have a hay day running meta sploit against government servers & exploiting the vuls.
Unless someone was looking over your shoulder,they wouldn't have a clue.
This type of stuff goes on,on free wifi networks as it is already.
