If the frame is stripped, use a heli-coil or time-sert. If you've just rounded the head off the bolt, bust out the vice grips.

If the bolt is just spinning without backing out you need an impact and a large flat blade screwdriver or small pry bar.

Spin the bolt with the impact while prying on the tank bushing from behind. This should get it out.

Almost a given the bolt is gonna be trashed along with the threaded hole in the frame. Hell coil in the frame and a new bolt will get you back to riding.

Can someone use a small philips screwdriver and push on the back of the bolt through the other side bolt hole while you are trying to unscrew it?

Thanks for the quick response guys... I'm having a hard time getting enough grip when using a screw driver or other device to pry or hold in place from either side, to get the bolt out. I'll keep trying... Once the bolt is out, I'll heli-coil. thanks again.

I would try an impact gun, sometimes a quick spin will do wonders.

I mis-read the initial question.
Try latching on the head with vice-grips, then pull away from the frame while turning the bolt.
A pair of diagonal cutters between the tank bracket and the washer to provide outward pressure while turning the bolt.

The diagonal cutters were a great suggestion. I used needle nose pliers in between the frame and washer to pry it out and was able to get the bolt out. Thanks!

Any tricks to doing time-sert or heli-coil, never done this before? Is one better, easier, less expensive and/or more available than the other?

Time-serts cost more, but are better quality.

5 minutes on YouTube and you should have a very good idea on how to install them.

Have fun, the 04 is a great bike!

Just an update, none of the threaded inserts worked because the steel/frame was too thin. Fortunately, I have a good friend who made a flanged head insert with threads and tack welded in place. It looks bulkier that it is and no problems with clearance when mounting the gas tank.
