Hello.

Yes spacer is on the correct side.
Big one on the left (braeking side), small one on the right side.
The fork is ok, assembly - stick shaft on the left side, loose on the right, pressure fork down sometimes, before attaching the right side.

Take a look at the wheel to be sure the hub is installed correctly. I have seen some after market units need to be trued to get them correct, but it is not the normal case. The hub center on the wheel can be altered a bit through the spoke adjustments.
