Meh, this assessment still comes up Short. If the rule states riders must immediately slow down, and a rider grabs a handful of throttle (throwing roost and flat-tracking the bike sideways,) there isn’t much to argue as to whether the rule was violated. 
 

Trying to look at who violated the rule more than the other is where the AMA has egg on their face. Vialle violated the rule and got penalized. Deegan violated it twice and didn’t.
