rebuild question

Loking at picking up another 2 stroke, the guy states the cylinder was "welded, re-sleeved and honed" Just curious if this is a common thing as I have never heard of this and I have a 99' yz that has never had anything like that done.

I would plan on replacing the cylinder. That type of work will make the engine run ok, but the ring like will be short and the heat transfer is very poor as compared to a plated cylinder.

True a sleeve does not transfer heat as well so the motor will run hotter.
