First check your static and race sag to make sure you have the correct springs on the shock. You can use racetech.com to check your spring rates with their "spring rate calculator" for the forks and the shock. If either one is incorrect it will be very hard to dial in your suspension.

Cone valves have a preload adjuster on the top. I run my 1.5-2turns in from full out. Each 1/2 you will feel a click. This should help. If not your spring rate might be not correct.

Sounds like your spring rate is too low.

Do you know if the CV's have MX or Enduro valving? you can buy them with either and the later is a lot softer

My friend races pro in Europe... I got the really cheap from his suspension guy.
He asked what style I rode/raced
(MX/grand prix off-road). Maybe he just got it a little wrong

If you bought them used, the answer is yes. So many people buy used suspension and never get it set
Up for themselves.
