cylinder re plated, now PV wont go in

Long story short, had cylinder re plated, rode for 3 hrs, plating came off, sent cylinder back to company and had it re plated on warranty, now i cannot get the powervalve to go all the way in, it lacks about 3mm from flush but still doesnt move freely. I can look into the slot but see no visible areas that it would get hung up on. Any suggestions? Maybe get the dremel out and lightly buff around the edges?

Bike is a YZ250

Powervalve parts are clean of soot, cylinder is spotless etc...
