As an overall best setting, I would suggest, a 42 pilot, an NEDW needle in the 3rd clip position along with a 172 main jet and set the air screw at 1.5 turns out.
Make sure that the power jet, the jet or jet hole itself is plugged, The TPS does not need to be used if you don’t want to hook it up.

On the 05-07 CR 250 i really liked the stock N3EW YZ needle. It gave it a really nice spread of power vs other needles i tried. You could try the stock YZ jetting with the PJ blocked and adjust from there? Memory is not what it used to be but i believe i ran it on a 03 CR 250 as well?

Be reminded that the 02 and 03 CR250 ECU's do not have the ability to run the TPS.
The powerjet circuit advice is good.

I just picked up a 99 kx250 carb that I plan on running on my 04 CR. Does anyone have the contact info for the guy that makes the TPS harness/adapter?

Hooking the TPS back up is not necessary. I bet 98% of the people using those bikes would have no idea it wasn't hooked up/not working. If you must have it hooked up here's the conversion info.

Keihin Yellow to Mikuni yellow/black
Keihin blue to Mikuni yellow/ red

Make sure the power jet passage way is blocked, as you will not be using the power jet on the CR.

Make sure that you do have a carb from 99' KX250, as that was one of the few years that came with a #7 slide. Most of the other years KX250's came with a #8 slide, which would require slightly different jetting specs, or the use of a different slide.

The basic problem stock TMX (CR250 02-03 ) is about 10mm longer to YZ and don't fit
if he wants to use the carb from the 17' YZ250 , on his 02' CR, he's going to need the air boot,( from air box to carb), off an 04-07' bike.

I appreciate the info. I don’t have a problem with the TMX, just going to search for a little more low end power. I bought the carb off eBay and was listed as a 99. I wanted to atleast give it a try because I plan on getting another 3rd gen cr

You either need a different boot, or get the screw top pwk ajrstryker that's longer. Check 2000 cr250 I think it's that one? Check, its been a while

Needle-- NECW in #3 clip position
pilot--42
main--170
Air screw---1.5

This is assuming you are using an 02'--07' engine, and the carb is using a #7 slide in 60f--90f weather
