TC 85 front brake way too strong problem

I recently bought my son a used 18 tc85 and the front brake is way too strong. You can't even touch it without it locking up. The rotor isn't bent. I tried bleeding it a little. Could there be something else wrong? It's unusable. Strong brakes are great, but not like this. It instantly locks with the weight of a feather.

Hmm, never had that problem. Id say try different brake pads........

You can also chamfer the edges of the pads to make them not grab as hard/ also cuts down on brake squeak... does the front wheel spin without any drag from the brake system? Is it the stock rotor, or is it oversized?

Too much brake fluid in the system? When you bled it, was there a rubber diaphragm under the master cylinder cap? There should be.
Will the wheel spin freely for at least several rotations?

The wheel does spin freely. Last night I sanded the glaze off the rotor and it made a decent difference. I'm going to order new pads because I'm sure they have the same glaze. Yes the rubber was in the resivior and it wasn't over filled. 26 years of racing and I've never seen anything like it. I'm usually trying to make brakes stronger.
