Does the heat/freeze technique work on them like on crank bearings? Except in this case you freeze the stem and heat the bearing

I’ve done that method after pressing out the steering stem and pressing the steering stem into the new bearing.

Theyre a press fit. Heating/freezing is required

Yep, works like a charm. As far as the races I just have an, oh I don’t know 18-24” steel rod I cut out of god knows what. That and a torch’ll do just fine. Then I freeze the race and torch the frame then pop it in with a tapered driver.

It sounds like you're asking to change the bearing that's pressed on the triple clamp. Heat/freeze can help, but what you really need is a good hydraulic press or big arbor press. Support the triple clamp near the stem and press it out (down), the bearing will come off as you press out the stem. Then press the stem back in, then the new bearing back on the stem. You'll need a pipe of the correct diameter to press the bearing on, such that you're pressing against the inner race of the bearing and not on the bearing cages or something else. It's really about having the right tools and support so you're pressing on the right spots, otherwise you'll ruin the clamps, the bearing, or the stem. A thin layer of grease on the press fit surfaces will make things go a little more smoothly.
