Oil pump isn’t turning HELP!

So I just split the cases on a 2006 crf 250 and on the stator side there is a yellow gear that is connected to the oil pump. It is not turning. It may not be able to turn with the strength of your hand I am not sure. But he need to know why it isn’t turning or if it needs to

Why was the case split? Yes it should spin easy its just a squish pump.
