Engine idles good but when given about 1/8 throttle the engine hesitates like if it was bouncing off the rev limiter. And the carb has a small o ring that is crushed so I was thinking it might be an air leak. The vale’s are adjusted correctly and the timing is 100% set.

If that bad o ring is on the fuel screw it will make it run strange. Replace that o ring.
The fuel screw has a great effect on the entire engine rpm range and has to be adjusted correctly.

The fuel screw has no spring or o ring ??

It should have the screw, spring, flat washer and then the o ring. Other wise it will not work.

X2...like PawPaw said...it's leaking air and running too lean.
