How to clean forks

Just needing some help to clean the forks on my bike. I have tried a scouring pad, truck wash soap, parts cleaner, metho things like that to get it off but as soon as it goes dry again it's still there anyonw got any ideas?

Weird, is that pitting or like baked on dirt? I'd try alcohol, WD40 and/or SC1. Use a rag and rub it back and forth around the OD of the tubes with some good force (not up and down).

I think it has been washed by something with a high pH that etched the anodizing. It looks like it might have been left on too long and dried on the tube. You may be able to use something similar to remove those scars but you will be removing more anodizing. You could also have them re-anodized.
