I have a 2014 Crf250r and I really want more top end power. Is it worth me to dump 800 more in to my bike and buy some yoshes?

Buy a vortex and run race fuel. Better bang for the buck.

Here’s an example from the 2011-2013. Looks like a few HP with slip on only. I bet it’s better with the full system.

The power will definitely increase if the aftermarket will exhaust and the thing is that it has to be in a way that it will run for long.

That's actually a complicated question. Aftermarket exhaust do more to move the power up or down in the rev range (depending on the pipe and tune). Each pipe has a given pulse for back pressure that actually helps to pull more air/fuel in at a given rpm range and while it may help very slightly across the board, its more about putting the power where you want. Definitely better mods for your money but who doesnt love a good pipe... I think the vortex and upgrading the internals or even filter/intake end will yield better power for $...that being said I have a full Yosh on my 2010 CRF 450r and love it.
