Ok I’m at around 800 ft elevation and the temp is around 70 degrees I’m looking for a starting point. Right now I got a 42 pilot 168 main and the stock Honda needle in the 3rd position. On the top end it cuts out ever so slightly. I don’t know if I need to raise the needle or what. I’m sort of lost. I just put this setting in before I had a 170 main and 45 pilot and it was rich off bottom but eventually I could get it to clear out.

I think you need to go a little richer on your main. I thank I ran a 178 and a 45 slow jet. This jetting worked well in SoCal, 1000 to 3000 feet.

I had similiar jetting specs as captmoto when I tested with a 00 Keihin PWK on an 03 CR2 about 10 yrs back.
NorCal - 32:1 HP2 premix, 0-1 K elevation, relatively no humidity, 70-90 deg. temps.
45 PJ
175 MJ
00 oem needle - A715/289R
3rd clip position
#7 slide
76 station 91 octane

Note: I tend to run the jetting a bit on the rich side for precautionary reasons.

The guys above have you right about where you are going to wind up with an A715/289 needle, in your 03' cr250, #3 clip position, 42 pilot and 175 main. What you are going to run into, is that the 715/289 needle isn't a very clean running needle as compared to some other needles that are available. What are you trying to do with the bike, mx,off road, etc ? I can for sure get you onto a cleaner running needle/setup with power a little more suited to the type of riding you are doing.

I primarily ride mx with the occasional trail ride. So probably 85% mx 15% trails and dicking around in the yard.

Ok, Then I would recommend that you use a Yamaha N3EJ needle in the #3 clip position, and start out with a 48 pilot jet, but it may need to be leaned out to a 45 in the warmer weather. Along with a 178 main, but again a 175 main may need to be used in the warmer temps. Set the air screw at 1.5 turns out from fully closed, and have at it.

What # of slide is in it? I have run a 36 and 38 airstryker in my 03, and if it's got too rich of a slide, it will give you troubles getting your needle and main dialed in if your pilot is too rich. the 38 airstryker I was much higher in mains as well, around the 170-175 mark between seasons, 6.5 slide, needle in the 4th clip, and a 42 pilot. It ran, okay, but it liked to be ridden aggressively, the 36 was more fun, it was just better down low, and I felt it was the faster setup between the two carbs personally. But check your carb slide, 7 would be ideal, but I liked the 6.5 over the 7 for the extra little bit of response down low, and it helped get the pilot down a size so I could go up on the needle jet, and get pulling off the mainjet sooner in the rpm range.

Also if you haven't replaced the stock 03 reed block, I'd suggest it as well, it leaves a lot to be desired, and ether v force or a rad valve help the 03 out a heck of a lot, as well as the 05 intake boot between the carb and the air box, the boot is a cheap replacement as well
