Working on rebuilding my 250 and stumped on how this goes back together. I'm installing it in the order that the schematic shows, but something isn't right. After tightening to the correct torque spec, the piece is way too difficult to budge.

That bolt has the solid inner part (under the threads) because its supposed to go inside the washer and then the arm fits around it as well. Is that the wrong bolt? Looks like the bolt has pinched the arm allowing it not to move. I have found it tricky to get the arm over the Inner solid part when its under tension. If not installed it will pinch and crush the metal around the hole. Looks like that is the case here

The arm also shows a lot of wear in the pivot hole. It can't be fitting correctly.
