Dirtbike stuck on rev limiter when cold started

Hello, I have a 2002 Honda Cr250r 2T. I'm having a problem when I cold start it sometimes and not all the time. The bike when it starts it just stays at the Rev limiter with out throttle and it goes on for a while and it's scary. The bike does not have over 20 hours on it. I do maintain the air filter and run the correct oil mixture I was told to when I got the bike. It does need to get tuned (too rich) slightly due to weather change. Any solution to my problem anything helps.

Check that the throttle cable has slack. If the cable is wrong, it might be too tight at the steering stops.

I would inspect the throttle cable and check for air leaks as stated above.
