Cloudy frame

I have a bike that I tore down and washed the frame with Shout and a red scotch brite pad. Towel dried it then I had to take care of some things. Checked it a few days later and it's very cloudy. I thought I had rinsed it all off. Where did I go wrong?

Redo it again then wipe it down with something like WD-40, it sounds like you got the clear coat off and it oxidized..

That doesn't sound good. Hit with black magic aluminum wheel cleaner instead? Then finish it with WD40?
