2017 yz250f rectifier/regulator question

Just bought my first bike in a long time and was inspecting it and noticed the rectifier/regulator is loose where it connects to the frame. Checked manual and it says 5.2 ft/lbs of torque, my current torque wrench only goes down to 10 ft/lbs. My questions is, is this normal for it to be loose or should it be snug to the frame with the proper torque specs? Thanks

Is that the black thing with “fins “ and two bolts into the frame on the left side?

Just snug it down. Whatever you can do with one hand with a ratchet while holding it at the socket instead of the end of the handle.

Yeah on mine 16 Yz250f. If you grab it it has some wiggle but the bolts are tight.
