1995 CR250 low compression questions

I just bought a 1995 CR250. I plan to redo it I have already ordered all of the plastic and rebuild kits for the forks. I assume the cylinder is plated. This is my first time working with a bike with a plated cylinder. The bike runs good but seems to big a little and even though it has good power. It is not the power one would expect from a CR250. My brother has a 1993 CR250 and it has way more compression and power. We did a compression test on both. He has 190lbs and my cylinder has 150lbs. Here are my questions:
1. Is 150lbs dangerously low?
2. If I have to have the cylinder replated I can. I will have to examine it. I am hearing more and more that many times this is not needed. In that case I would order a piston/rings kit. Any comments on his and what to look for?
3. How hard is it to disassemble the power valve and clean it? Any tutorials online.

I do have the Honda service manual for 1992-1996 CR250 bikes. The bike looks like a barn find and is pretty original.

150 is low. 185+ is ideal for a 250 - like your buddys bike. If youre going to rebuild it and do it right id say just have it replated. Its not required every top end but with old beat up bikes like this its more of a peace of mind thing in my opinion.

As far as tutorials, your service manual should be a step by step guide with pictures. Id look on youtube for tutorials on that bike specifically.
