1979 Cr125r Runaway Throttle

I am baffled with this bike. Purchased at a swap meet running like a bat out of hell but missing a lot of parts. Basically fully restored it this past winter and would normally start first kick until it lost spark.
Things I replaced while running:
- Fork boot /gaskets
- Reeds
- Uni Pod filter

Once I lost spark I replaced:
- ignition coil (then spark returned but engine still wouldn't start)
- piston/ rings/ top end gasket set

After the top end replaced the bike would start but have a runaway throttle. I have cleaned and verified the carb is fully clear of any clogs. Now if I put the choke on while the Rs go through the roof the bike returns to a normal idle. This makes me feel there is no crank case air leak.
My real question is this: If the float is set too low will the bike be sucking in air from the bowl and allowing the Rs to fly?
